Mediterranean water ministers launch Rome initiative to tackle regional scarcity
On September 28, 2026, ministers and senior officials from the 43 Union for the Mediterranean member states met in Rome for the group’s second ministerial meeting on water, the first since 2017. Italy’s foreign minister Antonio Tajani hosted the event alongside the group’s co-presidency, represented by EU Environment Commissioner Jessika Roswall and Jordan’s water minister Raed Abu al-Soud. The talks come amid growing climate pressures and acute water scarcity across the region.
Participants adopted a second ministerial declaration outlining priorities for the water-related Sustainable Development Goals through 2030. They also launched the Rome Initiative on Water, the region’s input to the UN Water Conference in Abu Dhabi in December. It aims to turn national goals into practical project pipelines that can attract finance, particularly for Southern and Eastern Mediterranean countries. Ministers additionally backed three frameworks covering the water-energy-food-ecosystems nexus, water finance, and digitalisation of the sector, including AI-focused capacity building.

Antarctic sea ice hits third-lowest winter peak
Winter sea ice around Antarctica reached its maximum extent on September 14, 2026, at 17.59 million square kilometres, the third-smallest peak since satellite records began in 1979. That falls roughly a million square kilometres short of the long-term average, a gap about twice the size of Spain.
The past four years now hold the four lowest winter maximums on record, which researchers say points to a changed system. Monash University’s Ariaan Purich called it “a now problem” rather than a future one.
A June heatwave on the Antarctic Peninsula and an early August ice loss in the Amundsen Sea added to the concern. El Niño-linked winds likely played a role in the Amundsen Sea loss, though another expert believes conditions would look similar without it. Experts warn that reduced ice cover lets the ocean absorb more heat, exposes ice shelves to damage, and raises concerns for krill, algae, and emperor penguins. Ice is already retreating faster than usual, raising fears of another low summer.

South West Water handed record £7.9m sewage fine
South West Water has received a record £7,867,733 penalty at Plymouth Magistrates’ Court, the largest handed down in the region for environmental offences. The company admitted 18 charges, 17 relating to illegal discharges and one to failing to take reasonable remedial steps after a pumping station fault.
The cases included 231 unlawful discharges at Harlyn in Cornwall between 2016 and 2021, and a 2019 bank holiday spill at Polperro harbour, with engineers once taking 10 hours to attend. Sewage also entered the River Camel, a habitat for otters and Atlantic salmon.
District Judge Matson found reckless failings in management systems and responses to known risks, and concluded the company had downplayed its role. South West Water called the offences historic and cited £760m of investment in storm overflows. Environment Secretary Angela Eagle promised tougher regulation, while MP Ben Maguire argued the fine is too lenient.
Italy and Czechia push EU carbon market reform
Italy’s Prime Minister Giorgia Meloni and Czech Republic’s Andrej Babiš were due to meet in Prague on Tuesday to agree on joint proposals to lower energy costs and reshape the EU’s carbon market. Italian officials said the two leaders plan to bring a joint reform package to the bloc’s summit on 15 and 16 October.
Rome and Prague want Brussels to temporarily pause a methane regulation, which officials say could complicate access to alternative gas suppliers from January, further raise costs, and threaten supply security. They also want the Market Stability Reserve, which withdraws surplus permits from the Emissions Trading System and can release them to soften price spikes, to shield businesses from rising costs.
A further proposal would delay the 2028 start of ETS2, the carbon price on transport and heating fuels. Rising living costs are fuelling voter discontent, with parliamentary elections due next year in Italy, France, Spain and elsewhere.
