Freedom Holding, founded by its majority shareholder Timur Turlov, has spent more than a decade building its brokerage business in Europe. Now, with a new local brokerage presence in France, plans to enter banking, and ambitions to bring its digital ecosystem from Kazakhstan to European markets, the group is looking to broaden its business and reach more customers across the region.
A Base in France
Freedom Holding is expanding its investment business in France. In late August, Freedom24 France was registered as a tied agent of Freedom Finance Europe Limited (Freedom EU), with a local office in Liberty Tower in Paris’s La Défense business district. Freedom EU, which operates in Europe under the Freedom24 brand, announced the registration in a late-September press release.
Freedom24 France is authorized to receive and transmit client orders relating to one or more financial instruments and to provide investment advice.
Freedom24 could already provide French clients with permitted investment services on a cross-border basis under the EU passporting regime through its Cyprus-licensed entity, Freedom Finance Europe Ltd. However, the company says that establishing a local presence gives its French team a greater role in serving clients. Having a team on the ground in France makes it easier for Freedom24 to work directly with local clients and attract new ones.
This is not the only change to Freedom24’s offering for European investors. The company is also working to expand its customer base in the region. In March 2026, it introduced a commission-free trading offer for new clients in France, Italy, Romania, and the Czech Republic, covering U.S. and European stocks and EU-registered ETFs. The promotion ran through August 31, 2026, and applied for up to 12 months or the first 240 trades from enrollment, whichever came first.

Timur Turlov Expands Freedom’s European Footprint
Timur Turlov brought Freedom Holding into the European market 11 years ago. Freedom Finance Europe Limited, a subsidiary of Freedom Holding Corp., was incorporated in Cyprus in 2013 and has been licensed by the Cyprus Securities and Exchange Commission as a Cyprus Investment Firm (CIF) since May 2015. In addition to its headquarters in Cyprus and the recently announced office in France, Freedom has representative offices and tied agents in Austria, Bulgaria, Greece, Italy, Lithuania, the Netherlands, Poland, Portugal, and Spain.
The broker now serves more than 600,000 clients in Europe, offering access to 15 major U.S., European and Asian exchanges to trade 1,000,000+ stocks, ETFs, options, futures and other exchange-traded instruments, alongside professional securities research and analysis.
At the same time, Timur Turlov continues to expand its presence across Europe, with Switzerland emerging as a potential market. In September, Freedom24 announced that it was exploring this opportunity. The company assesses the local market, including private wealth management, digital financial infrastructure, the responsible use of artificial intelligence, and data management.
The Next Move: Banking
Freedom Holding plans to expand beyond its investment business in Europe and enter banking. In June 2026, it applied for a banking license in France. According to Freedom founder and CEO Timur Turlov, the holding plans to launch a digital bank with a significant presence in France, offering retail loans, investment services, and lifestyle services.
Timur Turlov aims to reach 50 million European customers within three years of receiving a banking license, with plans to invest around €500 million to achieve this goal.
Built in Kazakhstan, Bound for Europe
Freedom’s longer-term plans include scaling across Europe the digital fintech ecosystem it has already built in Kazakhstan – home to the group’s headquarters – while its parent company, Freedom Holding Corp., is listed on Nasdaq.
Kazakhstan was the first market where Timur Turlov’s Freedom built and tested its unique ecosystem. It brings together financial services (investments, banking, insurance, and payments), lifestyle services (event tickets, grocery delivery, and online travel booking), telecom and media services in a single mobile Freedom SuperApp. With the model’s viability demonstrated in practice and the group now operating in 24 countries, Freedom plans to gradually roll out its ecosystem across the markets where it is present.
Freedom Holding has already announced plans to bring its travel services to Europe, adding them to its brokerage and banking offerings. Freedom is pursuing a similar approach in Turkey, where its investment is estimated at $300 million.
The group’s growing revenue can help fund this expansion. In fiscal 2026, which ended March 31, 2026, Freedom Holding Corp.’s revenue rose 9% to $2.19 billion, while net income increased from $76.2 million to $153.3 million. In the first quarter of fiscal 2027, which ended June 30, 2026, total revenue surged nearly 40% year over year, from $524.0 million to $732.5 million.
