Funding Science for the Long Term: The Role of Private Philanthropy

Long-term scientific research often depends on sustained funding that extends beyond individual grant cycles.

A drug that reaches a pharmacy shelf today often rests on discoveries made decades earlier. Yet the institutions financing scientific research do not always operate on the same timeline. Government grants, university budgets and private foundations frequently work within defined funding cycles, while breakthroughs in areas such as neurodegenerative disease or climate science may require sustained research over much longer periods.

Jean-Pierre Conte has built part of his giving around supporting exactly that kind of slow, foundational work. The longtime investor founded the J-P Conte Family Foundation in 2017 to support initiatives including those in education, medical and scientific research, and environmental conservation.

A Gift Meant to Keep Going

JP Conte gave UCSF $5 million in November 2024 to establish two endowed professorships in the Department of Neurology, with the positions supporting Parkinson’s and neurodegenerative disease research. The cause is personal. His father, Pierre Conte, was diagnosed with Parkinson’s in his mid-70s and was treated by a team of UCSF physicians before his passing.

“UCSF is an incredible place – the #1 recipient of NIH funding, with some of the most highly regarded clinician-scientists working to improve treatments for Parkinson’s and other diseases,” Conte said in remarks published by the university.

Endowed professorships operate differently from conventional research grants. Rather than financing a single project for a defined period, an endowment can provide a university with a continuing source of support for faculty research, teaching and related academic work. That makes such funding particularly relevant in fields where progress may depend on years of cumulative research.

Neurodegenerative diseases illustrate the challenge. Parkinson’s disease has no cure, and research spans areas ranging from genetics and biomarkers to disease mechanisms and potential treatments. Sustained funding therefore supports not only individual experiments but also the scientific infrastructure and expertise needed to pursue questions over longer periods.

Where Sustained Giving Helps Most

Scientific funding often operates within defined grant periods. Many major research grants from the National Institutes of Health, for example, fund projects for several years, after which researchers may need to compete for renewed support. These mechanisms provide accountability and allow funders to evaluate results, but they can sit uneasily alongside scientific questions that require decades of observation or experimentation.

Private philanthropy can complement this system by supporting researchers, institutions or infrastructure over longer periods. Endowments are particularly significant because they can generate continuing financial support rather than expire at the end of a conventional grant cycle.

That flexibility also raises an important policy question. Philanthropic funding reflects the priorities of individual donors and foundations rather than priorities established through democratic public spending or scientific grant-making processes. Private giving therefore cannot substitute for robust public investment in science. Its strongest role may instead be complementary: providing patient capital for research, infrastructure and experimentation that conventional funding mechanisms can find difficult to sustain.

A Record That Measures Decades

Conte’s environmental giving carries the same long clock. He has supported Pepperwood, a 3,200-acre research preserve in the Mayacamas Mountains of Sonoma County, where the work is measured in data streams rather than single discoveries. Pepperwood installed its first meteorological station in 2010 and has run as a regional sentinel site for well over a decade. The biodiversity baselines it has built let scientists detect change over time. Long-term ecological monitoring has become increasingly important as climate change alters temperature, rainfall, wildfire risk and biodiversity across ecosystems.

That baseline is the point. The preserve now runs more than 80 long-term monitoring projects feeding hundreds of real-time data streams on weather, soil moisture, stream flow, and the health of plant and animal populations. A single year of those readings answers little. The value grows across decades, as one season’s measurements become the reference point for the next, and a long enough record begins to surface patterns no short study could catch.

The examples at UCSF and Pepperwood point to a broader challenge in science funding: some of the research society depends on most cannot produce meaningful results on an annual timetable.

Private philanthropy can give researchers and institutions more room to pursue those longer horizons, particularly through endowments and sustained support for scientific infrastructure. But its value should not be measured by whether it replaces government funding. Public investment remains fundamental to a functioning research system.

The more useful question is where philanthropic capital can extend that system’s time horizon — allowing scientists to keep collecting data, testing hypotheses and pursuing discoveries whose significance may not become clear for years or even decades.

Jean-Pierre Conte’s giving treats that distance as part of the work, the condition of supporting causes whose importance outlasts any one year.
