Helena Fonseca is the Principal Specialist for the Public Procurement Program within the Department for Effective Public Management at the Organization of American States (OAS), as well as Technical Secretary of the Inter-American Network on Government Procurement (INGP). In these roles, she leads regional cooperation and policy initiatives aimed at strengthening institutional capacity, improving public procurement performance, and generating greater public value across LAC countries.
